Tamil Nadu's FSSAI flow is centrally administered, but Greater Chennai Corporation, Tamil Nadu Pollution Control Board (TNPCB), and TASMAC liquor monopoly all interact at the local layer. Documents required (Tamil Nadu state licence)

  1. Form B food safety management declaration.
  2. Kitchen layout with scale.
  3. PAN + Aadhaar of proprietor.
  4. Address proof (lease deed, property tax, or rent agreement with matching address).
  5. Food category list from FoSCoS.

The Tamil Nadu specific complications

Tamil signage rule

GCC and most TN municipal corporations enforce a 50% Tamil language requirement on outdoor signage. Restaurants with English only boards get notices within 3-6 months of opening. Plan signage with both languages from day 1; retrofitting costs 2× a new install.

TNPCB consent for tandoor and generators

Any solid fuel tandoor or generator above 5kVA requires TNPCB consent. Many Mughlai / North Indian restaurants miss this until a notice 8-12 months in. File at opening week.

Liquor in Tamil Nadu

TASMAC retains state monopoly on liquor retail. Restaurant FL3 (bar) licences are limited and cost ₹6-12L upfront with substantial monthly excise. The economics rarely work for casual dining unless your concept depends on it. Cafés and family restaurants in TN are almost always dry.

Coimbatore, Madurai, and Trichy specifics

Outside Chennai, the local authority is the respective Municipal Corporation (Coimbatore CMC, Madurai MC, Trichy TMC). Fees are 25-40% lower than Chennai but lead times are slightly longer (corporation offices process volumes more slowly). The Tamil signage rule applies state wide.

Timeline

Practical Chennai compliance window is 45-75 days from lease to clean licence stack. FSSAI is the fastest piece (10-21 days); TNPCB consent is the long pole. File everything in parallel from day 1.
